The challenge
Small town halls across Romania typically have neither the budget nor the technical team digitization requires — even though their residents expect the same digital services as people in big cities.
Our approach
UrbanOS starts from a simple observation: large town halls have digitization budgets, small ones don't — even though the needs are identical. We built a multi-tenant architecture that lets any small town hall get started quickly on shared infrastructure, with the option to move to dedicated resources as it grows.
Each town hall runs on its own subdomain, resolved automatically from the locality's SIRUTA code — there's no manual DNS setup or per-client provisioning. The citizen complaint module lets residents report issues directly to the local administration, with status tracking and notifications.
The platform integrates natively with central government systems — SNEP/Ghișeul.ro for payments and ROeID for digital identity — and is built from the ground up for GDPR compliance, WCAG accessibility, and NIS2 security requirements, essential for any system serving a public institution.
